What does IP Lookup show?

It shows the registration details for the block of addresses an IP belongs to — the organization it's allocated to, the network name, country, and CIDR range — sourced from RDAP, the modern registry lookup protocol. It also includes the reverse DNS hostname, if one is configured.

Is this the same as geolocation (city-level location)?

No. This tool shows registry allocation data (who the IP block is assigned to and its country), not precise city-level geolocation, which requires a separate commercial geolocation database this tool doesn't use.

Why do some fields come back empty?

Different regional registries (ARIN, RIPE, APNIC, LACNIC, AFRINIC) structure their RDAP records differently, and not all fields are always populated — this is normal, not an error.
